It is 2/1 that the race goes off between 4:15:00pm and 4:16:59pm, 5/2 between 4:17:00pm-4:18:59pm, 3/1 4:19:00pm-4:20:59pm and 7/2 4:21:00pm or later.

A false start is priced at 5/4 while it is 8/13 they go off without any problems.
